How to choose CPU cooling fan

How to choose the right cooling fan through the TDP of the CPU? If a CPU has a TDP of 100W, how do I choose the right cooling fan? Or how many CPUs within the TDP choose a fan of several heat pipes?

    The current CPU can no longer choose the radiator with TDP , You are like the previous i7-2600TDP95W ,  I used the Xuanbing 400 to load the load and it is 60 degrees. i9- 9900KTDP is also 95W ,  with Xuanbing 400 pressure full load more than 100 degrees.
