If you only need to restore the icon display, it is recommended to use a third-party tool software (such as FileTypesMan).

After downloading the compressed package, unzip and run the FileTypesMan application,
Find the line with the extension “html”, double-click this line to open the file type editing window,
Modify the “default icon” item, the system default icon is:
C:\Program Files (x86)\Internet Explorer\IEXPLORE.EXE,-17
If the IE browser related files are missing and the icon cannot be restored, you can click the “…” button behind the input box to browse freely and select the icon
[OK] after setting.
